Kuzey Kıbrıs Türk Cumhuriyeti’ndeki Ortaöğretim Okullarında Kovid 19 ile Birlikte Değişen Okul Güvenliği

Abstract

ÖZ: Bu araştırma pandemi sürecinde Kovid-19 tedbirleri bağlamında okuldaki öğretmenler ve okul yöneticilerinin okul güvenliği konusunda yaşadıkları problemlere ilişkin algılarını değerlendirmek amacıyla yapılmıştır. Kovid-19 pandemisi ile toplumsal yaşamın hemen hemen her alanında köklü değişimler olmuştur. Küresel boyuta ulaşan salgınla, mecburiyet haline gelen kısıtlanmışlık durumları ve yasaklar kişilerin gün içerisindeki yaşam tarzlarını değiştirmiştir. Bunları önlemek için hayata geçirilen tedbirler ve konulan yasakların insanlarda yarattığı etki uzaktan eğitim ile en üst seviyeye ulaşmıştır. Çevrimiçi eğitim ile ve çevrimiçi eğitimin sonrasında okul güvenliğinde yaşanan değişimler araştırmanın temelini oluşturmaktadır. Bu araştırmanın evreni Kuzey Kıbrıs Türk Cumhuriyeti ortaöğretim okullarında görev yapmakta olan müdür, müdür muavini ve öğretmenler ile sınırlandırılmıştır. Toplamda 30 müdür, müdür muavini ve öğretmenlerin görüşlerine başvurulmuştur. Araştırmanın verileri görüşme yöntemiyle öğretmenler ile yüz yüze görüşmeler düzenlenerek elde edilmiştir. Veriler analiz edilirken içerik analizi yönteminden faydalanılmıştır. Araştırmanın içeriğinde ayrıntılı olarak incelenen okul güvenliğine ilişkin veriler ele alındığı zaman ise okulda görev alan yöneticiler ve öğretmenlerin okul güvenliği algılarının sadece fiziksel güvenlik ile sınırlı kaldığı görülmektedir. Okul güvenliğinin diğer boyutları ile ilgili bilgi sahibi olunmamasından ötürü okul güvenliği kavramı bu araştırmada fiziksel güvenlik ile sınırlı kalmıştır. KKTC okullarında devletin yeterli bütçe ayırmamasından ötürü fiziksel yapının güvensiz olması diğer tüm okul güvenliği boyutlarının önüne geçmektedir. Araştırmada okul güvenliğini kovid-19 süresince sağlarken okulların ne yazık ki çok destek almadan kendi çabalarıyla başarıya ulaştıkları verileri elde edilmiştir. MEB kovid-19 un ilk başlarında okullara göndermiş olduğu dezenfektan, maske ve temizlik malzemeleri çok kısa süre içerisinde tükenecek miktarlarda olduğundan okullar kendi bütçelerinden kullanmak zorunda kalmışlardır. Müdür, müdür muavinleri ve öğretmenlerin okul güvenliğini kovid-19 açısından sağlarken öğrencileri kontrol altında tutarken oldukça zorlandıkları, öğrencilerin arkadaşlarıyla aralarındaki mesafeyi korurken sosyal mesafeyi dikkate almaları gerektiğini sürekli hatırlatmak zorunda kaldıkları ve ders müfredatlarının yanı sıra Kovid-19 bilgilerini de sürekli öğrenciler ile paylaştıkları bilgilerine ulaşılmıştır. Araştırma esnasında elde edilen verilere göre okul güvenliği sağlarken olduğu gibi kovid-19 da okul güvenliği sağlarken okul ikliminin, öğretmenler arası uyumun, okul nüfusunun büyük önem taşıdığı sonuçlarına ulaşılmıştır. Okul nüfusu arttıkça kontrol sağlamanın ne kadar zor olduğu bulguları elde edilmiştir. Kovid-19 öncesinde ve sonrasında okul güvenliğinde değişim yaşandığı ise araştırmanın verileri incelendiği zaman gözle görülmektedir.

This research was conducted in order to evaluate the perceptions of teachers and school administrators at school regarding the problems they experience in school safety in the context of Covid-19 measures during the pandemic process. With the Covid-19 pandemic, there have been radical changes in almost every aspect of social life. With the epidemic that has reached a global dimension, the restrictions and prohibitions that have become compulsory have changed the lifestyles of people during the day. The effects of the measures taken to prevent these and the bans imposed on people reached the highest level with distance education. Changes in school safety with and after online education form the basis of the research. The universe of this research is limited to the principal, assistant principal and teachers working in secondary schools in the Turkish Republic of Northern Cyprus. In total, 30 principals, assistant principals and teachers were consulted. The data of the research were obtained by conducting face-to-face interviews with the teachers using the interview method. Content analysis method was used while analyzing the data. When the data on school safety, which are examined in detail in the content of the research, are considered, it is seen that the school safety perceptions of the administrators and teachers working at the school are limited to physical safety only. Due to the lack of information about other dimensions of school security, the concept of school security was limited to physical security in this study. The insecurity of the physical structure in TRNC schools due to the state's inability to allocate sufficient budget precludes all other aspects of school safety. In the research, data were obtained that schools achieved success with their own efforts, unfortunately without much support, while providing school safety during the covid-19 period. Since the disinfectants, masks and cleaning materials sent to schools by the Ministry of National Education at the beginning of Covid-19 were to be exhausted in a very short time, the schools had to use them from their own budgets. It has been learned that the principal, assistant principals and teachers had a hard time keeping the students under control while ensuring school safety of Kovid-19, that students had to constantly remind them that they should take social distance into account while keeping the distance between them and their friends, and that they constantly shared their covid-19 information with the students in addition to their course curricula. According to the data obtained during the research, it has been concluded that school climate, harmony between teachers and school population are of great importance while providing school safety in Covid-19 as well as providing school safety. As the school population increases, the findings of how difficult it is to maintain control have been obtained. When the data of the research is examined, it is observed that there is a change in school safety before and after Covid-19.
