dc.description.abstract The importance of education is not covert for anyone and because of the globalization of the world, all the countries are forced to catch up with the changes needed for this field. Despite the effort of Kurdistan educational system for reducing the technology gap in this country, still many universities in this region are managed traditionally until now. E-learning and LMS are not popular teaching approach in Kurdistan Universities until now. In this study thesis researcher first, develop an efficient and functional LMS system based on Moodle server for the University of Sulaimani in Kurdistan. Then test the proposed system by the instructors and students in that university. This system will be the first proposed LMS in University of Sulaimani, and the perception of instructors and students toward this LMS will be examined. dc.description.abstract ÖZ: Globalleşen dünyada, eğitimin önemi herkes için gözle görülebilir, saklı değildir ve dünyada ki bütün ülkelerin bu değişimi yakalaması istenmektedir. Buna bir örnek verecek olursak, Kurdistan devletinin eğitim alanında göstermiş olduğu tüm çabalara rağmen halen birçok üniversite de eğitim ve öğretim geleneksel bir şekilde verilmektedir. E-öğrenme ve LMS bugüne değin Kürdistan üniversitelerin de kullanılan popüler yaklaşımlar arasında yer almıyor. Bu çalışmada araştırmacı Kürdistan'da bulunan Süleymaniye'deki üniversite için verimli ve işlevsel bir LMS sistemini (moodle üzerinden) geliştirilmeye çalışmıştır. Bu Süleymaniye üniversitesine sunulan ilk LMS sistemidir ve aynı zaman da araştırmacı tarafından bu sitemle ilgili hem öğretim görevlilerinin hem de öğrencilerin algıları incelenmiştir.
