The aim of this study is to evaluate the 6th Year Social Sciences Instructional Program implemented in the Turkish Republic of Northern Cyprus by Parlett and Hamilton‟s Illuminative Evaluation Model.
The design of this research evaluating the TRNC 6th Year Social Sciences Instructional Program is a case study, which is one of the qualitative research methods, whereas Parlett and Hamilton‟s Illuminative Evaluation Model is used for evaluating the instructional program.
The research study group is consisted of three 6th year Social Sciences teachers and a total of 103 pupils studying in three different classes in a Turkish Republic of Northern Cyprus state school. Systematic observations were conducted in three classes for 6 weeks and 15 volunteering pupils were interviewed. In order to collect data for the research, a Semi-structured Teacher Interview Form, a Semi-structured Student Observation Form, and a Semi-structured Observation Form designed and prepared were used. Descriptive analyses and content analyses were used for analyzing the data.
According to the results obtained in the study conducted, it has been determined that the teachers and the pupils experienced a lot of problems in the implementation of the 6th Year Social Sciences Program. While the teachers emphasized that the implemented program was deprived of integrity and was incompatible with the 7th and 8th Year Social Sciences Programs, the pupils stated that they were in favor of a program through which they were more active in the classes. Besides, in accordance with the data obtained from the teachers as the implementers of the program, it was deduced that the implemented program was
improper for the existing technical infrastructure, did not have a definite internal consistency, and was not suitable for the pupils‟ level. It was determined that the basic problem concerning the program was about the content. As for the findings obtained from the pupils, it was deduced that the program was implemented not being as student-centered, pupils being not enough active in the classes, and some topics were perceived as being complicated by the pupils. It was found that the pupils would like to study contents concerning the current issues in the social sciences classes, and their interests in the classes would be more promoted in relation to the areas where they could actively participate instead of memorizing.

ÖZ:
Bu çalışmanın amacı Kuzey Kıbrıs Türk Cumhuriyeti‟nde uygulanan 6. Sınıf Sosyal Bilgiler Öğretim Programı‟nı Parlett ve Hamilton‟un Aydınlatıcı Değerlendirme Modeli‟ne göre değerlendirmektir.
KKTC 6. Sınıf Sosyal Bilgiler Öğretim Programı‟nın değerlendirildiği bu araştırmanın deseni nitel araştırma yöntemlerinden biri olan durum çalışmasıdır, öğretim programının değerlendirilmesinde ise Parlett ve Hamilton‟un Aydınlatıcı Değerlendirme Modeli kullanılmıştır.
Araştırmanın çalışma grubunu Kuzey Kıbrıs‟ta bir devlet okulunda 6. sınıflarda Sosyal Bilgiler dersi veren 3 sosyal bilgiler öğretmeni ve okulda 3 farklı şubede öğrenim gören 103 6. sınıf öğrencisi oluşturmaktadır. Araştırmada okulda görev yapan 3 Sosyal bilgiler öğretmeni ile görüşme yapılmıştır. 3 şubede öğrenim gören 103 öğrenci 6 hafta boyunca sınıf içinde gözlemlenmiştir. Her bir şubeden gönüllü olan 15 öğrenciler ile görüşmeler yapılmıştır. Araştırma verilerinin toplanması için araştırmacı tarafından tasarlanan ve hazırlanan öğretmen yarı yapılandırılmış görüşme formu, öğrenci yarı yapılandırılmış görüşme formu ve yarı yapılandırılmış gözlem formu kullanılmıştır. Araştırma verilerinin analizinde betimsel analiz ve içerik analizi kullanılmıştır.
Yapılan çalışmada elde edilen sonuçlara göre öğretmenlerin ve öğrencilerin 6. Sınıf Sosyal Bilgiler Öğretim Programı uygulamasında pek çok sorunla karşılaştıkları ortaya çıkmıştır. Öğretmenler uygulamadaki programın bütünsellikten uzak, 7. Sınıf Sosyal Bilgiler ve 8. sınıf İnkılap Tarihi programıyla uyumsuz olduğunu vurgularken öğrenciler derste daha aktif olabilecekleri bir programdan yana olduklarını belirtmiştir. Bunun yanı sıra programın uygulayıcıları
öğretmenlerden elde edilen veriler doğrultusunda uygulamadaki programın mevcut teknik altyapıya uygun olmadığı, belirli bir iç tutarlılığa sahip olmadığı ve programın öğrenci seviyesine uygun olmadığı gibi sonuçlara ulaşılmış; programla ilgili temel problemin ise içerikle ilgili olduğu ortaya çıkmıştır. Öğrencilerden elde edilen bulgulara göre ise programın öğrenci merkezli olarak uygulanamadığı, öğrencilerin derste yeterince aktif olamadığı, bazı konuların öğrenciler tarafından karmaşık bulunduğu sonucuna ulaşılmış; öğrencilerin sosyal bilgiler dersinde güncel konulara ilişkin içerikler görmek istediği, ezberlemek yerine aktif katılım sağlayabildikleri alanlarda derse olan ilgilerinin daha da artacağı sonuçlarına ulaşılmıştır.
