dc.description.abstract This study addresses some of the key economic issues associated with the private defined-benefit pension system in Turkey. The institutional arrangements in Turkey for administering the government securities in such pensions are quantitatively compared with those of two defined-contribution pension schemes in Canada. Private pensions in Canada can hold the insured securities of banks instead of government securities. In the Turkish private pension system, more than 20 percent of the total value of the pension investments in government bonds is lost through the costs of administration. In Canada such costs are eliminated for holdings of riskless bank securities. en_US
dc.description.abstract ÖZ: Bu çalışma, Türkiye'deki özel tanımlanmış fayda emeklilik sistemiyle ilişkili bazı temel ekonomik sorunları ele almaktadır. Türkiye'de bu tür emekli maaşlarında devlet tahvillerinin idaresine ilişkin kurumsal düzenlemeler, Kanada'daki iki tanımlanmış katkılı emeklilik planıyla niceliksel olarak karşılaştırılmıştır. Kanada'da bireysel emeklilik, devlet tahvilleri yerine bankaların sigortalı menkul kıymetlerini elinde tutabilir. Türk bireysel emeklilik sisteminde devlet tahvillerine yapılan emeklilik yatırımlarının toplam değerinin yüzde 20'sinden fazlası yönetim maliyetleri ile kaybedilmektedir. Kanada'da bu tür maliyetler, risksiz banka menkul kıymetlerinin elde tutulması için elimine edilir. en_US
