Evaluation of the Willingness to Pay of Households for a Potable and Reliable Water Supply in Famagusta, North Cyprus

Abstract

This study is an evaluation of the willingness to pay of households for a potable and reliable water supply in Famagusta, North Cyprus. The averting expenditure method is used to identify consumers’ willingness to pay for potable and reliable water. A levelized cost approach along with an economic cost benefit analysis is conducted to find the impact of rehabilitating the currently insufficient water supply system present within the district. North Cyprus has suffered from water supply shortages for most of its existence. The recent Turkish-North Cyprus pipeline project served to remedy the actual supply of water to the nation however, the water distribution network that delivers water to households within North Cyprus provides unpotable water intermittently which forces residents to incur coping costs in order secure water for both drinking and non-drinking purposes. Famagusta is the ideal district within the country to conduct such an analysis as the water distribution network was rehabilitated due to funding from a prior EU project. In addition, the cost of implementing an elevated central water storage is known and an accurate estimation of benefits of such a project is conducted. The results of the initial analysis at the district level are then extended to the rest of North Cyprus given the similar infrastructure used throughout the country and economic net benefits of improving the water supply system are estimated.
