Yerel Yönetimlerin Sürdürülebilir Gelişmedeki Etkinliği: Kuzey Kıbrıs Uygulaması

Abstract

The most general definition for the sustainable development is; using the value and resources that we have to day both to make a better quality of economic and social life of people living in today and also transferring these values and resources to the next generations. A society will only be able to survive if it is configured in a way that would guarantee the economic and social existence of future generations. According to definition of sustainable development and its components, it is concluded that due to ensuring maximum participation the easiest can be reached at local level. This is why local governments are the most important players of the state on the way of realization of sustainable development goals at the national level. Local governments are the form of government that allows the participation of public to the management by providing the opportunity of to be managed by the manager selected by the public itself. For this reason, the needs of the districts, are better determined by the local authorities than the central government. Today, most of the developed societies ensured the continuity of development by the concept of decentralization. Within this research framework, it has been focused on the impact of Northern Cyprus Turkish Republic local governments on sustainable development of districts; in this regard, this theoretical study was tasted and has been evaluated by descriptive analysis method by the results of interviews and surveys conducted. Öz: Sürdürülebilir Gelişme en genel tanımıyla bugünkü sahip olduğumuz değer ve kaynakların hem bugünde yaşayan insanların ekonomik ve sosyal yaşamlarını daha kaliteli bir hale getirebilmesi amacıyla kullanılması hem de bir sonraki nesillere bu değer ve kaynakların aktarılabilmesidir. Bir toplum ancak, ekonomik ve sosyal açıdan gelecek kuşakların da varlığını güvence altına alacak biçimde yapılanmışsa varlığını sürdürebilecektir.Sürdürülebilir gelişmenin tanımı ve bileşenlerine itibariyle, katılıma en fazla olanak tanıması nedeniyle en kolay yerel düzeyde sağlanabileceği sonucuna ulaşılmaktadır. Bu sebeple devletlerin ulusal düzeyde sürdürülebilir kalkınma hedeflerini gerçekleştirmeleri yolunda en önemli aktör yerel yönetimlerdir. Yerel yönetimler, halkın kendi eliyle bölgesinden seçtiği yöneticilerle yönetilmesini sağlayan böylelikle yönetime katılmasına olanak veren yönetim biçimidir. Bu nedenle bölgelerin ihtiyaçları yerel yönetimlerce, merkezi yönetime göre daha iyi tespit edilir. Günümüzde kalkınmış toplumların birçoğu gelişimlerinin devamlılığını yerinden yönetim anlaşı ile sağlamıştır. Bu araştırma çerçevesinde Kuzey Kıbrıs Türk Cumhuriyeti yerel yönetimlerinin bölgenin sürdürülebilir gelişimine etkisi üzerine yogunlaşılmış, bu kapsamda yapılan mülakat ve anket çalışmaları ile ile bu teorik çalışma test edilerek sonuçları betimsel analiz yöntemiyle değerlendirilmiştir.
