Abstract
In this study, urban development and planning in NC (North Cyprus) is studied in connection with local, national and international factors. All features of the urban planning process are extensively considered. It is seen that planned approach to urban development had experienced various stages from the most primitive societies till to the globalization era, and present different features over each era. As city plans vary according to each society and each era, ideal city planning is found impossible; and it is also observed that urban planning is placed on a political basis everywhere. In this study, urban development and planning in NC is extensively examined. An attitude scale is prepared in order to reveal points of view of five different sets, such as chambers of professional organizations, civil society organizations, politicians, bureaucrats and public regarding today's planning system and attitudes of the same towards NC planning system. Accordingly, NC does not have an efficiently operating planning system. In brief, we can say that planning system in NC is being affected negatively from local, national and international factors. Consequently, it can be expected that NC planning system might continue to be affected negatively from these factors, until the problems due to local, national and international factors will be settled.
