| dc.description.abstract | The international relations (IR) system has experienced a revolutionary metamorphosis in its evolution from an anarchic structure that lacks central authority to a chaotic system in which reactions, or feedbacks, exert transformative characteristics. The chaotic IR view is a shift from the paradigm of simplifying generalizations of the traditional Newtonian model, which is determinist, simplifying, and linear, to the paradigm of complexity based on Heisenberg’s quantum mechanics, which instills a level of uncertainty into the analyses. The chaotic model considers the complexity of an international system that is sensitive to and, dependent on, non-linear feedback loops that can create contradictory behavior. This study reviews the paradigm of complexity and quantum science from which theories and hypotheses on chaotic systems are drawn. It characterizes chaotic systems by its generativity (the ability to produce or create) and sensitive dependence on non-linear dynamics that produce feedbacks. It then tests competitively by connecting the conceptual framework of the chaotic understanding of international relations system to the case of Turkey’s engagement policies from 2002 until the early-2010s. The chaotic nature of the international system multiplies the effects of negative feedbacks that have transformed the global political system into a cancerous system. The chaotic logic provides a more realistic and effective understanding of the transformation of the international system than the conventional theories. This systemic transformation calls for the willingness of relevant actors to avoid negotiating in terms of fear and to negotiate instead with the hope of creating a legal framework that meets the expectations and the needs of a pluralistic global society. | dc.description.abstract | Uluslararası ilişkiler (Uİ) sistemi, merkezi otoriteden yoksun anarşik bir yapıdan tepkilerin veya geri bildirimlerin dönüştürücü özellikler sergilediği kaotik bir sisteme dönüşümü yaşamaktadır. Kaotik Uİ görüşü, belirleyici, indirgemeci ve doğrusal olan geleneksel Newton modelinin basitleştirici genelleme paradigmasından, analizlere bir belirsizlik düzeyi katan Heisenberg'in kuantum mekaniğine dayanan karmaşıklık paradigmasına bir geçiştir. Kaotik model, tutarsız davranışlar yaratabilen doğrusal olmayan geribildirim döngülerine duyarlı ve bunlara bağımlı bir uluslararası sistemin karmaşıklığını dikkate alır. Bu çalışma, kaotik sistemler üzerine teori ve hipotezlerin çıkarıldığı karmaşıklık ve kuantum bilimi paradigmasını gözden geçirmektedir. Çalışma kaotik sistemleri geribildirim yaratan üretkenlikleri ve doğrusal olmayan dinamiklere hassas bağımlılıkları ile nitelendirmektedir. Ardından önerdiği devrimsel kaotik uluslararası ilişkiler teorisinin kavramsal çerçevesini, Türkiye'nin Adalet ve Kalkınma Partisi (AKP) iktidarı döneminde 2002'den bugüne, 2022 Eylül'üne kadar angajman politikaları örneğine bağlayan çalışma karşılaştırmalı bir analiz sunuyor. Uluslararası sistemin daha geleneksel teorilerden daha gerçekçi ve etkili bir teorisini sağlayan uluslararası sistemin kaotik doğası, ui sistemini kanserli bir sisteme dönüştüren olumsuz geri bildirimlerin etkilerini çoğaltmaktadır. Bu sistemsel dönüşüm, ilgili aktörlerin meselelerini korku bağlamında görüşmekten kaçınması ve bunun yerine çoğulcu bir küresel toplumun beklenti ve ihtiyaçlarını karşılayacak yasal bir zemin oluşturma umuduyla görüşme istekliliğini gerektirmektedir.
