TEPGP Kapsamında Geliştirilen Okul Öncesi Eğitim Programı Hazırlık Sürecinin Uzman Görüşleri Alınarak Değerlendirilmesi

Abstract

The education program is defined as "the process that includes the behaviors that are aimed to be taught to the individual and the expectations of the society in which the individual lives, to the learner in a planned way through school or out-of-school activities"; It is emphasized that there is a need for an effective program development process for the correct organization and execution of educational programs (Özdemird, 2012; Sapsağlam, 2013; Yakar 2016). With this research, it is aimed to contribute to the future program development process in the TRNC to be more efficient and in line with this purpose, the answer to the question 'Is it possible to improve the pre-school education programs to be prepared in the future in the TRNC compared to the previous program and how can improvements be made by changing what factors?'. As a result of this study in which interview method was used; The need analysis step is not carried out with the equal participation of all stakeholders, the psychological, historical, philosophical and social foundations on which the training programs are shaped can be clearly defined by the program developers, the limitations arising from the past and the period when the program was developed, the time period spent for the preparation process was disconnected and It was revealed that it causes a lack of motivation, that improvements are needed in the program development process rather than the content of the program, and it is believed that the lack of evaluation has a negative effect on the success of the program; for the negative effect on the success of the program are presented as suggestions. ÖZ: Eğitim programı, ‘bireye öğretilmesi hedeflenen davranışların ve bireyin içinde yaşadığı toplumun beklentilerinin, öğrenene planlı bir şekilde okulda veya okul dışı etkinlikler ile öğretilmesini kapsayan bir süreç’ olarak tanımlanmakta; eğitim programlarının doğru bir şekilde düzenlenmesi ve yürütülmesi için etkili bir program geliştirme sürecine ihtiyaç olduğu vurgulanmaktadır (Özdemird, 2012; Sapsağlam, 2013; Yakar 2016). Bu araştırma ile KKTC’de ileride geliştirilecek program geliştirme sürecinin daha verimli olabilmesine katkı sağlanabilmesi amaçlanmış ve bu amaç doğrultusunda ‘KKTC’de ileride hazırlanacak okul öncesi eğitim programlarının önceki programa nazaran iyileştirilebilmesi mümkün müdür ve hangi etkenlerin değişmesi ile nasıl iyileştirmeler gerçekleştirilebilir?’ sorusu cevaplanmıştır. Görüşme yönteminin kullanıldığı bu araştırmanın sonucunda; ihtiyaç analizi basamağı tüm paydaşların eşit katılımı ile gerçekleştirilmediği, eğitim programlarının üzerinde şekillendirildiği psikolojik, tarihi, felsefi ve toplumsal temeller program geliştiriciler tarafından net bir şekilde tanımlanabildiği, program geliştirilirken geçmişten ve programın geliştirildiği dönemden kaynaklı sınırlılıklarla karşılaşıldığı, hazırlık süreci için geçirilen zaman diliminin iletişim kopukluğu ve motivasyon eksikliğine sebep olduğu, programın içeriğinden ziyade, program geliştirme sürecinde iyileştirmelere ihtiyaç duyulduğu ve değerlendirme yapılmamasının programın başarısına etkisinin olumsuz yönde olduğuna inanıldığı ortaya çıkarılmış; olumsuzluklar için çözüm önerileri sunulmuştur.
