Abstract

Economic sanctions, as peaceful means of forcing political process, demonstrate different levels of efficiency. Although the goal is to have some control over targeted countries without the commitment of troops, such actions usually have negative consequences: deteriorating health status and escalating levels of poverty within the population. Nevertheless, despite their limited scope, their use is widespread, making them a crucial component in the complex interplay of international politics and economics. Sanctions have been used for a variety of purposes, including to alter foreign policy, as punishment, and to deter military conflict. Despite extensive debates about their efficacy, the use of sanctions has grown over time as a first-order foreign policy tool, particularly for the United States. The panel data used in this research include 168 countries over the period from 2000 to 2018 for analysis of the impacts of sanctions on economic. The variables include real GDP per capita, gross capital formation, and trade openness. The augmented Solow growth model is estimated using the System Generalized Method of Moments (GMM) method to control for potential endogeneity and unobserved heterogeneity problems. Dummy variables are included that allow for an assessment of the individual effects of various groups of sanctions, including unilateral versus multilateral actions, and the role of political and economic institutions. The study finds that the impact of economic sanctions on GDP growth is indeed dependent on the type and intensity of the imposed sanctions. Broad-based sanctions are generally much more negative, in particular in developing countries, while multilateral measures tend to correlate more strongly with recessions. Results also indicate that even though sanctions have the potential to retard economic development, most especially in countries with weaker institutional frameworks, their impact is relatively less severe in developed economies. Conversely, the findings of the research indicate that effectiveness of sanctions is as well essentially affected by prevailing political and economic conditions in the target country besides the nature of the imposed sanctions themselves. Economic sanctions can bring about economic stagnation, further poverty, and decrease in democratic institutions particularly in developing nations. Countries with strong institution levels or those that may have formed other economic relationships can be able to withstand adverse effects linked with economic restrictions. The research underlines how a nuanced understanding of the mechanisms through which sanctions work within diverging contexts is needed, and calls for more tactical and targeted approaches in order to ensure that their intended political objectives are met without exacerbating humanitarian crises. Ekonomik yaptırımlar, siyasi süreci zorlamanın barışçıl yolları olarak farklı verimlilik seviyeleri gösterir. Amaç, asker taahhüdü olmadan hedeflenen ülkeler üzerinde bir miktar kontrol sahibi olmak olsa da, bu tür eylemlerin genellikle kötüleşen sağlık durumu ve nüfus içinde artan yoksulluk seviyeleri gibi olumsuz sonuçları olmaktadır. Bununla birlikte, sınırlı kapsamlarına rağmen, yaptırımlar yaygın olarak kullanılmaktadırlar. Bu durum, yaptırımları uluslararası politika ve ekonominin karmaşık etkileşiminde önemli bir bileşen haline getirmektedir. Yaptırımlar, dış politikayı değiştirmek, ceza olarak ve askeri çatışmayı caydırmak olmak üzere çeşitli amaçlar için kullanılmıştır. Etkililikleri hakkında kapsamlı tartışmalara rağmen, yaptırımların kullanımı, özellikle Amerika Birleşik Devletleri için, zamanla birinci dereceden bir dış politika aracı olarak büyümüştür. Bu çalışma, yaptırımların ekonomik büyüme üzerindeki etkisini incelemek için 2000'den 2018'e kadar uzanan 168 ülkeden panel verileri kullanmaktadır. Veriler, kişi başına düşen reel GSYİH, brüt sermaye oluşumu ve dış ticaret açıklığı gibi değişkenleri içermektedir. Potansiyel içselliği ve gözlemlenemeyen heterojenliği ele almak için Genelleştirilmiş Momentler Yöntemi (GMM) sistemiyle birlikte Genişletilmiş Solow büyüme modeli kullanılmıştır. Çalışmaya kukla değişkenlerin dahil edilmesi, tek taraflı ve çok taraflı eylemler ve siyasi ve ekonomik kurumların rolü dahil olmak üzere çeşitli yaptırım türlerinin farklı etkilerinin analizine olanak tanır. Analiz, ekonomik yaptırımların GSYİH büyümesi üzerinde yaptırımların türüne ve kapsamına bağlı olarak değişen bir etkiye sahip olduğunu ortaya koymaktadır. Geniş yaptırımlar, özellikle gelişmekte olan ülkeler üzerinde daha belirgin olumsuz bir etkiye sahip olma eğilimindeyken, çok taraflı yaptırımlar ekonomik gerilemelerle daha güçlü bir korelasyon göstermektedir. Sonuçlar, yaptırımların ekonomik büyümeyi, özellikle daha zayıf kurumlara sahip ülkelerde engelleyebileceğini, ancak etkinin gelişmiş ekonomilerde daha az şiddetli olduğunu gösteriyor. Çalışma, yaptırımların etkinliğinin hedef ülkenin politik ve ekonomik bağlamına ve uygulanan yaptırımların doğasına büyük ölçüde bağlı olduğu sonucuna varmaktadır. Yaptırımlar, özellikle gelişmekte olan ülkelerde ekonomik gerilemeye, artan yoksulluğa ve zayıflamış demokratik kurumlara yol açabilir. Ancak, güçlü kurumsal veya alternatif ekonomik ortaklıklara sahip ülkeler, yaptırımların olumsuz etkilerine karşı daha donanımlı olabilir. Çalışma, yaptırımların farklı bağlamlarda nasıl işlediğine dair ayrıntılı bir anlayışa duyulan ihtiyacın altını çizmekte ve insani krizleri daha da kötüleştirmeden amaçlanan politik hedeflerine ulaşılmasını sağlamak için daha stratejik ve hedefli yaklaşımlar çağrısında bulunmaktadır.
