Abstract
Quality management certification especially to ISO 9000 standards has become the main focus for the most of construction companies all over the world since it is a compulsory prerequisite to enter many tenders. Companies face various problems during quality system deployment. The most important problems are large amount of paperwork and bureaucracy, poor communication, and low employee morale. A web-based office automation system called PMSS (Performance Management Support System) is therefore developed using Microsoft Visual Studio 2008 which aims to reduce the difficulties of quality management system implementation through a motivation system. This paper presents the first part of PMSS which is the OBS development.
