Abstract

Natural disasters such as earthquake, flooding and pandemic diseases can cause millions of deaths, economic loss, and a lot of displaced people. In order to save the lives of humans, pre-disaster and post-disaster operations and humanitarian logistics are very important. Optimal locations of the hubs such as evacuation hubs, warehouses hubs and production hubs should be defined in preparedness stage. Distribution of relief items, transportation of casualties to hospitals and evacuation of victims to temporary hubs are post-disaster operations that should be decided in the planning horizon and they will be ready to use in response stage. Operations research and optimization modelling are important disciplines to solve the problems related to humanitarian logistics. This thesis proposed two mathematical models to tackle these problems. Furthermore, a literature survey was conducted in the context of hubs related to humanitarian logistics. The aim of the first model is to find the optimal locations of the production hubs to produce face masks in case of pandemic diseases such as COVID 19. The model used was simple and used the concept of covering location problem. This model can be solved within few seconds. Lingo 12 was used to solve the mathematical model. The model is examined using a case study of EUROPEAN UNION area. The second model used simple mathematical model with introducing the concept of covering location problem to find the optimal locations of the hubs along a river. Two cases were considered: with dam and without dam. A case study was used to illustrate the usage of the mathematical model for the two cases. The model was solved using Lingo 12 software. The model was feasible and took seconds to solve it. The survey study was conducted using 58 papers in contact with hubs in the area of humanitarian logistics. Several new and unique tools was used. The results of this study were very useful for the research area. Finally, future directions and recommendations were suggested. Deprem, sel ve salgın hastalıklar gibi doğal afetler milyonlarca ölüme, ekonomik kayba ve çok sayıda insanın yerinden olmasına neden olabilir. İnsan hayatını kurtarmak için afet öncesi ve sonrası operasyonlar ve insani yardım lojistiği çok önemlidir. Tahliye merkezleri, depo merkezleri ve üretim merkezleri gibi merkezlerin optimum konumları hazırlık aşamasında tanımlanmalıdır. Yardım malzemelerinin dağıtımı, yaralıların hastanelere taşınması ve mağdurların geçici merkezlere tahliyesi, planlama ufkunda kararlaştırılması gereken afet sonrası operasyonlardır ve müdahale aşamasında kullanıma hazır olacaktır. Yöneylem araştırması ve optimizasyon modellemesi, insani yardım lojistiği ile ilgili sorunları çözmek için önemli disiplinlerdir. Bu tez, bu problemlerin üstesinden gelmek için iki matematiksel model önerdi. Ayrıca, insani lojistiği ile ilgili merkezler bağlamında bir literatür taraması yapılmıştır. İlk modelin amacı, COVID 19 gibi pandemik hastalıklar durumunda yüz maskeleri üretmek için üretim merkezlerinin en uygun yerlerini bulmaktır. Kullanılan model basitti ve kaplama yeri sorunu kavramını kullanıyordu. Bu model birkaç saniye içinde çözülebilir. Matematiksel modeli çözmek için Lingo 12 kullanılmıştır. Model, AVRUPA BİRLİĞİ bölgesindeki bir vaka çalışması kullanılarak incelenmiştir. İkinci model, bir nehir boyunca göbeklerin en uygun yerlerini bulmak için kaplama yeri problemi kavramını tanıtan basit matematiksel modeli kullandı. İki durum ele alındı: barajlı ve barajsız. İki durum için matematiksel modelin kullanımını göstermek için bir durum çalışması kullanıldı. Model, Lingo 12 yazılımı kullanılarak çözülmüştür. Model uygulanabilirdi ve çözmesi birkaç saniye sürdü. Anket çalışması, insani yardım lojistiği alanındaki merkezlerle temas halinde olan 58 kağıt kullanılarak gerçekleştirildi. Birkaç yeni ve benzersiz araç kullanıldı. Bu çalışmanın sonuçları araştırma alanı için çok faydalı olmuştur. Son olarak, gelecekteki yönergeler ve tavsiyeler önerildi.
