dc.description.abstractThe new form of government has significantly transformed the executive\rpower in Turkey. The legislative and the judiciary organs are mostly affected\rby the alterations but not in a good way. Since the system has supremely\rtransformed the executive and its transactions. Forms of government cannot be\ridentified merely by examining the structure of legislative and executive organs\rand their interrelations. In addition the new so-called Turkish presidential\rsystem does not adapt to the existing definitions and element well known\rsustainable forms of government. As the first the system will be described\rgenerally based on patterns of different presidentialism. Many researchers point\rout that the President in the new system is more powerful than those in pure\rpresidential systems. It is noted that there are presidents in hyper models who\rare more potent than those in pure presidentialism. In this regard, the system\rwill be analysed based on the President's powers since it cannot be defined\rthrough traditional methods and elements of pure presidential system. The\rpowers of the presidents in the pure and hyper presidential models will be\rcompared with the President’s powers. The aim is to determine whether there is\ra well-found president with extreme powers as claimed theoretically. Finally,\rwhile discussing the framework of the system, the recent debates on the form of\rgovernment and the President's several disputable powers will be analysed.
