Abstract

The countries are the units that procure the vaccines during the Coronavirus disease 2019 (COVID-19) pandemic. The delivered quantities are huge. Countries must bear inventory holding costs (IHC) based on stock quantity variations. This cost depends on the speed of the vaccination in the country. This speed is time-dependent. The COVID-19 pandemic showed that stocking and procuring vaccines are different from the inventory holding (IH) problems of production. The vaccinated portion of the population can be approximated by the cumulative distribution function of the Cauchy distribution. Firstly, a model is provided for determining the minimal-cost inventory policy (IP) and its optimality conditions are provided. The model is solved for 20 countries for different numbers of procurements. The results reveal the individual behavior of each country. Secondly, the Hungarian inventory model is applied to determine the initial stock if the probability of the non-shortage is given. This initial stock is the function of the procurements. The problem is non-linear as the willingness to be vaccinated is a sigmoid function of the time. The stocking of vaccines is a single-period inventory problem. The cases of three countries are simulated. The countries are Denmark, Hungary, and Mexico. They have different characteristics of willingness to be vaccinated. The numerical results of the simulation show that the prescribed probability of non-shortage can be achieved. Ülkeler, COVID-19 salgını sırasında aşıları tedarik eden birimlerdir ve teslim edilen miktarlar çok büyüktür. Ülkeler, stok miktarlarının değişimine göre stok maliyetine katlanmak zorundadır. Bu maliyet, ülkedeki aşılama hızına bağlıdır. Bu hız ise zamana bağlıdır. COVID-19 salgını, aşıların stoklanması ve tedarik edilme sürecinin; üretilen miktarların stokta tutma sürecinden farklı olduğunu göstermektedir. Nüfusun aşılanmış kısmı, Cauchy dağılımının kümülatif dağılım fonksiyonu ile tahmin edilebilmektedir. İlk olarak, minimum maliyetli stok politikasının belirlenmesi için optimallik koşulları sağlanarak bir model geliştirilmektedir. Model, farklı satın alımlar olmak üzere; 20 ülke için uygulanmaktadır. Sonuçlar, her ülkenin bireysel davranışını ortaya koymaktadır. İkinci olarak, kıtlık olmama olasılığı verilme durumunda, başlangıç stokunu belirlemek için Macar envanter modeli uygulanmaktadır. Bu ilk stok, tedariklerin işlevidir. Aşı olma isteği zamanın sigmoid bir fonksiyonu olduğundan, problem doğrusal değildir. Aşıların stoklanması tek dönemlik bir envanter problemidir. Danimarka, Macaristan ve Meksika olmak üzere üç ülkenin vakaları simüle edilmiştir. Bu ülkeler, aşılanmaya istekli olma konusunda farklı özelliklere sahiptir. Simülasyonun sayısal sonuçları, öngörülen kıtlık olmama olasılığının elde edilebileceğini göstermektedir.
