Covid-19 Pandemisinde Okul Müdürlerinin Kriz Yönetim Süreci

Abstract

Tüm dünyayı etkisi altına alan Covid-19 pandemisi birçok krize sebep olmuştur. Bunlar birçok iş yerinin kapatılması, birçok sektörün durması, insanların evlerinden çıkamamaları ve okullarda eğitim- öğretime ara verilmesidir. Toplumsal düzeni oluşturan ve düzenleyen etkenlerden olan eğitimde bu krizden etkilenmiştir (Schwab & Malleret, 2020; Zizek, 2020, Akt. Kavrayıcı ve Kesim, 2021). Okulların krizlerden en az etkilenmesi için okul yöneticilerinin krizlere yönelik yeterli bilgi beceri ve yeteneklerinin olması beklenmektedir. Bu araştırmanın amacı, farklı kademelerde görev alan okul müdürlerinin Covid- 19 pandemi krizi sürecini nasıl yönetildiğine ilişkin görüşlerinin alınmasıdır. Bu amacı gerçekleştirebilmek adına Covid- 19 salgını sürecinde okul müdürlerinin yaşadıkları sorun ve sıkıntılar ve bu sıkıntılar karşısında geliştirdikleri çözümleri kriz yönetimi bağlamında derinlemesine incelemek adına olgusal araştırma yapabilmek için nitel araştırma modeli tercih edilmiştir. Araştırmanın evreni Mersin ili Merkez ilçede bulunan MEB’e bağlı 5 ilk öğretim okullu, 5 orta öğretim okulu, 1 fen lisesi, 2 Anadolu lisesi ve 2 meslek lisesinde görev yapmakta olan 15 okul müdürü yer almıştır. Araştırmanın verilerinin toplanması için farklı kademlerde bulunun okul müdürleri ile yarı yapılandırılmış görüşme formları doğrultusunda görüşmeler yapılmıştır. Bu görüşmelerin analiz edilmesi için içerik analizi kullanılmıştır. Araştırmadan elde edilen nitel veriler bu bağlamda öncelikle anlamlı bir şekilde kodlanmış, kategorilere ayrılmış, temaları yazılmış ve anlamlı bir şekilde tanımlanmıştır. Toplanan verilerden elde edilen bulgular olduğu gibi yansıtılmış, araştırma soruları yanıtlanmaya çalışılmış, yorumlanmış ve bulgular ışığında ilgili makama ve kişilere öneriler yapılmıştır. Elde edilen bulgular okul müdürlerini doğal afet, yangın, okul içi çatışma ve kavga gibi durumlara hazırlıklı olduklarını ancak pandemi gibi salgın hastalık durumlarına hazırlıklı olmadıklarını göstermiştir. Bu bağlamda hizmet içi eğitim çalışmalarına ve eğitim yönetimi denetimi lisans üstü programlarında desteklenmesine gereksinim duyulmaktadır. Anahtar Kelimeler: Covid-19, Kriz Yönetimi, Okul Müdürü

The COVID-19 pandemic, which has affected the entire world, has caused many crises. Education, which is one of the factors that create and regulate the social order, has also been affected by this crisis. In order for schools to be least affected by such conditions, school administrators are expected to have sufficient knowledge, skills and abilities in crises managment. The purpose of this research is to receive the opinions of school principals working at different levels of education on how they were able to manage the pandemic crises relating to education. In order to achieve this goal, a qualitative research model was preferred to conduct a phenemenological research and examine the problems and difficulties faced by school principals during the Covıd-19 pandemic and the solutions they brought on in the context of crisis management. The working group consisted of 15 school principals working in 5 Primary Schools, 5 Secondary Schools, 1 Science High School, 2 Anatolian High Schools and 2 Vocational High Schools affiliated to the Ministry of National Education in the Central district of Mersin province. This also constituted the popularity in the region. In order to collect the qualitative data of the research, interviews were conducted with school principals at different levels in line with semi-structured interview forms. Content analysis method has been used to analyze these interviews. In this context, the qualitative data obtained from the research were first meaningfully coded, categorized, themes and subthemes were written and defined in a meaningful way. The findings obtained from the collected data were reflected the phenomend an it is and the research questions were attempted to be answered based on the findings. results were interpreted and suggestions were made to the relevant authorities and individuals in the light of the findings. The findings show that school principals are prepared for situations such as natural disasters, fires, intra-school conflicts and fights, but they are not prepared for epidemics such as pandemics. In this context, there is a need to ıt can be stated that in-service training programs and coursen to be added educational management supervision graduate programs to support school principally in their endeavour to manage crises when there a need to suspend face to face education.
